Ecuadorians rejected all four questions in the referendum and popular consultation called by President Daniel Noboa on 16 November 2025, according to final results declared by the National Electoral Council.

The proposal to lift the constitutional ban on foreign military bases was rejected by about 61% of voters, and the call for a constituent assembly to draft a new constitution was rejected by a similar margin. Questions on reducing the number of lawmakers and ending public funding for parties also failed.

Noboa acknowledged the defeat on social media. The vote took place under a state of emergency in effect in several provinces, and international observers noted that one of the questions had been added without the prior opinion of the Constitutional Court.
